Title: To produce an instrument/guidelines (Tool 2 of the EDC Pack) on the democratic governance of educational institutions 
Description: Following the first meeting of the working group on democratic governance of educational institutions, honoraria will be given to two experts and one consultant for the drafting of the tool/guidelines (one consultant will prepare the introduction and appendeces with all relevant background information and the two experts in schools will draft the main content - Action Plan and strategy on democratic governance of educational institutions). The draft text of the Tool 2 should be ready in English and French before the Evaluation Conference of the ''Year'' (Sinai, Romania, 27-28 April 2006).
